The "Continuing Church" IS top-heavy but not to that extent. The ACCC has 3 bishops, 65 licensed clergy, and about a thousand parishioners in 40 parishes/missions. While the bishops have requested that an Ordinariate for Canada be established, this does not mean the Synod of the ACCC, meeting later this year, will vote to join it, and in any event each parish would then have to decide on its future membership.
