Yes, he is the mayor of the capital city of La Gombe, and, yes, his name is Dolly. Makamba, as reported in the clip below, supports President Joseph Kabila in his run for a third term which is forbidden by the constitution. Kabila spent formation time in Beijing under the Reds in China. He is Protestant but his wife is Catholic. I could not find info on Makamba’s religion. The country is 50% Catholic, 20% Protestant.
